Building Air Bases in the Negev: The U.S. Army Corps of Engineers in Israel, 1979-1982

The United States Air Force is the project manager and the Corps of Engineers provides technical expertise to make sure everything is done properly. The main work now is building a camp of prefabricated buildings to house the workers and various shops for the big job that lies ahead. There are about Portuguese, with the number growing rapidly each week, and 75 Americans, including 18 inspectors for the corps, all but three of them civilians, and 59 tough civilian foreman who have worked for private contractors on similar jobs all over the world. Similar levels exist at the other base, with Thais instead of Portuguese driving machinery and doing the manual labor.

Frank N. Schubert has written a superbly organized account, tracing from the spring of to the summer of the development and completion of two ultramodern air bases at a cost that only exceeded original estimates by less than 3 percent. As Schubert suggests, the air base program helped bring peace between two long-term antagonists-Israel and Egypt.
